
Fuse Box vs Consumer Unit: What Needs Replacing?

A tripping circuit, a burnt smell near the electrical board or an unsatisfactory EICR can quickly turn the question of fuse box vs consumer unit into an urgent property safety issue. For homeowners and landlords, the difference is not simply about age or appearance. It affects fault protection, tenant safety, insurance evidence and the practical condition of the electrical installation.
An older fuse box can continue to supply electricity, but that does not mean it provides the level of protection expected in a modern home or managed property. A modern consumer unit is designed to disconnect dangerous faults far more quickly and offers options that make a fault easier to identify and isolate.
Fuse Box vs Consumer Unit: The Key Difference
A traditional fuse box protects circuits using rewireable fuse wire or cartridge fuses. When a fault or overload occurs, the fuse is intended to melt and break the circuit. Rewireable fuses must then be replaced with the correct wire size before the circuit can be used again. Installing the wrong fuse wire is a common and serious risk because it may allow too much current to pass before protection operates.
A consumer unit is the modern distribution board that controls the circuits in a property. It normally contains miniature circuit breakers, known as MCBs, and residual current devices, or RCDs. In many new installations and upgrades, individual RCBOs are used instead. These combine overcurrent and residual current protection for each circuit.
When an MCB, RCD or RCBO trips, it can usually be reset once the fault has been investigated and made safe. More importantly, RCD and RCBO protection is designed to reduce the risk of electric shock where current leaks to earth. That is a substantial safety improvement over many older fuse boxes.
The terms are sometimes used interchangeably in everyday conversation, especially where an older board has circuit breakers rather than fuse wire. The real question is what protection is fitted, whether it is suitable for the installation, and whether the equipment remains safe and compliant.
Why Modern Consumer Units Offer Better Protection
Electricity in a typical London property now supports far more than lighting and a few socket outlets. Boilers, induction hobs, electric showers, kitchen appliances, home working equipment, EV chargers and electric heating can place significant demands on the installation. A consumer unit should be properly specified for those circuits and for the property’s earthing arrangements.
A modern unit may provide several layers of protection. MCBs help protect cables against overload and short circuits. RCDs and RCBOs provide additional protection against electric shock and certain earth faults. Surge protection devices can help protect sensitive electronic equipment from transient voltage surges, while arc fault detection devices may be considered in higher-risk situations.
Not every property needs every available device. The correct specification depends on the installation, the assessment of risk, the building use and the current edition of the wiring regulations. A qualified electrician should assess this rather than fitting a standard board without inspecting the existing circuits.
An important practical benefit of RCBO protection is reduced disruption. With a split-load board protected by one RCD, a fault on a single circuit can sometimes switch off several circuits at once. With individual RCBOs, the fault is more likely to affect only the circuit concerned. That can be particularly useful in occupied rental properties, shared houses and homes where refrigeration, alarms or heating controls need to remain operational.
Signs a Fuse Box May Need Replacing
Age alone does not automatically mean a replacement is required. However, an old fuse box should be inspected promptly if there are signs of deterioration, missing covers, damaged cables or repeated tripping. A visual check cannot confirm that protective devices operate correctly, so testing is essential.
Common warning signs include:
Rewireable fuse wire, wooden-backed equipment or exposed live parts
Cracked casing, scorch marks, heat damage or a burning smell
Circuits that trip repeatedly or fuses that regularly blow
No RCD protection for socket outlets or other relevant circuits
A consumer unit that has no clear circuit labels or has been altered poorly
An EICR that records observations requiring remedial work
A property may also need a consumer unit upgrade during a rewire, kitchen extension, loft conversion, new electric shower installation or EV charger installation. Adding high-load circuits to an already crowded or obsolete board is rarely the right long-term solution.
Do not ignore a board that feels hot, makes crackling noises or shows signs of burning. Switch off the supply only if it is safe to do so and arrange an urgent inspection by a competent electrician. Electrical faults can develop into fire risks quickly.
When Replacement Is Not the Only Answer
A consumer unit upgrade is not a cure for defective wiring elsewhere in the property. Before a replacement unit is installed, the electrician should establish whether the circuits, cables, earthing and bonding arrangements are suitable for continued use.
For example, fitting RCD protection to an older circuit may reveal an existing fault that a fuse box did not identify. That is not a failure of the new unit. It is an indication that the installation needs further investigation and repair. In some cases, targeted remedial work, such as correcting damaged accessories, upgrading earthing or replacing a circuit, is required before or alongside the board replacement.
There are also situations where an existing modern consumer unit remains suitable. If it is in good condition, correctly installed, adequately protected and supported by satisfactory inspection results, there may be no reason to replace it. A professional inspection should identify the proportionate solution rather than recommending unnecessary work.
What a Proper Consumer Unit Upgrade Involves
Replacing a fuse box is not a simple swap. It is not DIY work and should not be treated as a quick cosmetic upgrade. Consumer unit work involves working close to the incoming electrical supply and must be completed, tested and certified by a competent electrician.
The process starts with an assessment of the installation. This includes checking the condition of circuits, cable types, earthing, main protective bonding, load requirements and the location of the existing board. The electrician can then recommend a unit configuration that suits the property and its intended use.
During installation, circuits are identified, safely disconnected and transferred to the new consumer unit. The installation must then be tested. Testing confirms that protective devices operate as intended and that the circuits meet the relevant safety requirements. Clear circuit labels should be provided, along with the appropriate electrical certification.
For most domestic work in England, replacing a consumer unit is notifiable electrical work. This means the work must be completed in accordance with Building Regulations requirements and properly notified through the appropriate route. What Landlords and Property Managers Need to Consider
Landlords in England must ensure that electrical installations in rented properties are inspected and tested at the required intervals, generally at least every five years, or sooner if the report recommends it. An EICR does not automatically mean a full upgrade is needed. It records observations using classification codes and identifies whether the installation is satisfactory or unsatisfactory. Where dangerous conditions, potentially dangerous defects or required improvements are identified, remedial work should be addressed without delay and documented correctly.
For housing associations, managing agents and portfolio landlords, the value of a planned programme is consistency. Recording EICR dates, remedial actions, consumer unit specifications and certificates helps avoid missed compliance deadlines and gives a clear audit trail when tenants, insurers or local authorities request evidence.
Vacant periods are often the most practical time to undertake upgrades, but urgent defects should never wait for a tenancy change. If a board is unsafe, the priority is to make the property safe and restore suitable protection.
Choosing the Right Electrician
Ask who will inspect, install, test and certify the work. The contractor should be properly registered, fully insured and able to explain what the findings mean in plain terms. You should receive a written scope of work, a clear quotation and the relevant certification on completion.
